I had the privilege of working with Otis at the Oklahoma Conservation Commission from 1997 until 2006. I remember his sense of humor, his attention to detail, but most of all, his willingness to help find solutions. If you needed something done, Otis was your man. We missed his abilities after he retired to spend more time doing the things that he loved.
We're still using his ideas and still working on projects he cared about.
He made a difference, and he will be missed.
